For information about passports please read what is below and also reference the travel.state.gov website, the definitive source for passports. To apply for a passport at Elizabethtown Public Library, please make an appointment by calling the same number, (717) 367-7467, ext. 224. Each person applying for a passport must be present at the appointment.

Children 15 and under need the parent(s) as listed on their birth certificate present at the appointment. Teens aged 16-17 must have proof of parental consent or one parent present at the time of application.

Please note that passport processing times vary. Please visit www.travel.state.gov for the most current information regarding processing times. You may expedite your application for an additional fee per application and/or add 2-way Express Mail fees.

Passport Acceptance Hours

Passport acceptance hours are by appointment only. To make an appointment, please call the Passport Office of the Library at (717) 367-7467, ext. 224.

Gather the following items to bring with you to your passport appointment:

  1. Passport Application You may pick up applications at Elizabethtown Public Library or click here. Complete the form by filling in all required information. You may fill out the form online or write legibly using black ink. If a mistake is made, you will need to redo the application. Do not use white out or any other product that covers portions of your application. Do not sign the application.
  2. Proof of Citizenship (you must bring one of these)
    • Birth Certificate – This must be the original, state issued document. It should say “Birth Certificate” or “Certification of Birth” and be issued from the “Department of Vital Statistics”. Your birth certificate must list at least one parent’s name. Your birth certificate will be sent with the passport application and will be returned to you.
    • Naturalization Certification – This must be the original document with a raised seal. This will be sent with the passport application and will be returned to you.
    • Previously valid US Passport that is not eligible for renewal by mail. This will be sent with the passport application and will be returned to you.
  3. Valid Photo Identification with Signature Your driver’s license is the best choice. If you are not from Pennsylvania, you must have a second form of identification. Picture ID is preferred, and the more information on your identification, the better.
  4. Passport Photos 1 passport photo with very specific specifications must be submitted. (Please refer to U.S. Department of State Website.) You can get your passport photo taken at Elizabethtown Public Library for just $10 per person.
  5. Payment (Checks or Money Orders) Personal checks are the best method of payment when applying for your passport. Two checks will be necessary: one to the U.S. Department of State and one to Elizabethtown Public Library. The U.S. Department of State sets all fees except for the cost of photos. Here is an itemized list of fees. (Amounts will vary depending on your situation, so please wait until your appointment to make out checks.)
    • Adults (16 and over) Passport Book:
      • $130 Passport Fee payable to U.S. Department of State. For expedite, additional fees apply. Expedite and Express Mail fees are subject to change. Please call to verify current rates.
      • $35 Facility Fee payable to Elizabethtown Public Library
      • $10 for each set of photos
    • Children (15 and under) Passport Book:
      • $100 Passport Fee payable to U.S. Department of State. For expedite, additional fees apply. Expedite and Express mail fees are subject to change. Please call to verify rates.
      • $35 facility Fee payable to Elizabethtown Public Library
      • $10 for each set of photos
    • Adults (16 and over) Passport Card:
      • $30 Passport Fee payable to U.S. Department of State
      • $35 Facility Fee payable to Elizabethtown Public Library
      • $10 for each set of photos
    • Children (15 and under) Passport Card:
      • $15 Passport Fee payable to U.S. Department of State
      • $35 Facility Fee Payable to Elizabethtown Public Library
      • $10 for each set of photos

Cash or MasterCard/Visa are accepted for the Facility Fee and Photos. You may purchase both a passport book and card at the same time if you want to do so. You would pay the passport fee for both the book and card, but only one facility fee.

FAQ

Do I need a passport to go to Canada or Mexico?

It Could Be Yes OR No. (Visit www.travel.state.gov  for up-to-date info.)

ALL PERSONS traveling by air outside of the United States are required to present a passport book to enter or re-enter the United States.

If traveling by land or sea to Canada, Mexico, or the U.S. portions of the Caribbean, U.S. citizens may present a passport card.

What is a passport card?

Passport cards are limited-use, wallet-size cards. Passport cards are only valid for land and sea travel between the U.S. and Canada, Mexico, the Caribbean region, and Bermuda. They are less expensive than passport books, but valid for the same length of time. Visit www.travel.state.gov for up-to-date information.

Passport cards qualify as Real IDs.

How do I get a passport at Elizabethtown Public Library?

Elizabethtown Public Library is a passport acceptance facility, receiving your application on behalf of the US Department of State. Please call (717) 367-7467, ext. 224 to make an appointment and make sure that you have everything and everyone needed to complete your application. Some things vary according to individual circumstances.

At your appointment, you will have your picture taken (if not supplied), then ID and citizenship documentation examined. You will swear or affirm your application information is true and correct, then you will sign your application. We will do our best to answer your questions. Elizabethtown Public Library will then send your completed application to a designated address given by the US Department of State. Please visit www.travel.state.gov  for the most current information regarding processing times.

Passport cards can be expedited, however overnight mailing of the card to the applicant is not available.

Must I have an appointment to have my application accepted?

Yes, appointments are highly recommended. It is unlikely that a passport agent will be available to assist you if you come to the Library without an appointment. Passport agents are certified to accept applications by the Department of State. Not all Library workers are certified to do so.

Why do I have to apply in person for a passport?

The Department of State requires new applicants and those who have expired passports that are not eligible for renewal to apply in person. One of the most important responsibilities of the passport agent it to confirm the applicant’s identity based on the directives provided by the US Department of State.

How am I able to renew my passport?

If your passport is close to expiring or recently expired, you may be eligible to renew it on your own without the need to go to an acceptance facility.
